Leaf Services is currently in the formal process of stakeholder feedback as prescribed by the PAJ Act. A revised proposal is published in the government gazette of 23 April 2021, and comments are invited until 24 May 2021. The proposed rates can be found in the government gazette mentioned above, and supporting documentation is available upon request by email to daniel.botes@leafservices.co.za.



Established in 2015 and based in Pretoria, LEAF Services provides cost effective and innovative Inspection, Grading and Sampling for Official quality Assurance Services to businesses across South Africa who are producing a variety of Grains, Oilseeds and Grain Products intended for sale.


Leaf Services is an assignee of the Department of Agriculture, Land Reform and Rural Development (DALRR) appointed in terms of Section 2(3) (a) of the Agricultural Product Standards Act, 119 of 1990. As an assignee of DALRR, Leaf Services is responsible for the enforcement of Sections 3(1) (a) and (b), 3(1A), 4(A)(1)(a), 7 and 8 of the APS Act.

The assignee is expected to undertake Inspection, Grading and Sampling for quality control for the following products:

Dr Vincent Maphai

Chairman & Shareholder

Dr Maphai has a long and distinguished career in academia, private sector and public service. He has held several board level positions and until 2014, was the Corporate Affairs and Transformation Director at The South African Breweries Limited. Currently he is on the board of Discovery Holdings, and chairs the boards of Taquanta Investment Holdings, as well as the Rand Mutual Assurance.

Dr Maphai holds a PhD from the University of Natal, an honors degree in international politics from UNISA and completed an advanced management programme at Harvard University. Dr Maphai will play a key role in managing stakeholder relationships as well as bringing his extensive experience to the team.

Diederik Opperman

Director & Shareholder

Diederick is a founding Director of HallMark, LEAF Services Partner Company in the UK. HallMark was created through the amalgamation of Veterinary Practices to provide professional Meat Inspection Services.

An experienced Veterinarian, Diederick has worked in the State Veterinary Service in South Africa, in mixed practice and ran a large veterinary hospital. After selling his practice he is now dedicated his time to HallMark and LEAF Services. A keen golfer, Diederick plays with a single figure handicap.



David is an experienced business professional, whose food sector career includes a variety of senior commercial and Board roles with Union International, Borthwicks and Booker. Moving into food industry compliance he joined ADAS as Head of Food prior to becoming Chief Executive of Assured British Meat, from which the Red Tractor scheme emerged. David then served as Managing Director of Soil Association Certification Ltd for nearly a decade before, in 2010, founding the company Certus Compliance (now Acoura Group) which is focused on the acquisition of businesses delivering certification and support services in the food safety, sustainability and organic sectors. He has since been working in a variety of roles, including as an independent consultant and has held several other non-executive roles in business and on public committees.

As a HallMark Director, David leads the MLCSL contract. MLCSL is the only independent provider of abattoir authentication/classification and grading services to the British processing industry with an annual value around £4 billion.


Nokulunga Mnqeta

Director & Shareholder

Nokulunga is the founder of Leaf Services. She has a wealth of experience across many sectors including agriculture, forestry, marine, environment as well as governance. She is the founding CEO of the Eastern Cape Parks Board, an institution she established from inception to successful operation.

Nokulunga has worked as a Manager at the Department of Water Affairs and Forestry, the Council for Scientific and Industrial Research (CSIR) as well as at the Agriculture Research Council (ARC). She is also a qualified scientist with a Masters Degree in Agriculture from the University of Pretoria and has a wealth of experience is research management and commercialisation of research outputs.



CEO & Shareholder

Daniel Botes graduated in Industrial Engineering from the University of Pretoria in 1997. He started his career in the iron ore mining industry and served in roles in quality assurance and marketing and commercial management in South Africa and the Far East. From 2006 to 2008 he oversaw an arctic exploration program in the Canadian Arctic as COO of a Canadian mining junior, after which he returned to marketing and commercial management in Hong Kong and Singapore.

He has served on the boards of public and private companies in Canada, Hong Kong and Singapore. Daniel is a keen sailor, scuba diver and is also qualified as an advanced freediving instructor.


Chris Opperman

Commercial Director

Chris has enjoyed an illustrious career that spans both public and private sectors. This includes significant experience in the fields of diplomacy and international relations, investment facilitation and oil and gas exploration. Chris has held high level positions such as CEO of Seacom Tanzania and CEO of Med-X Kenya, the first Medical Insurance Company in East Africa.

Chris was appointed by the President Mkapa of Tanzania to run a targeted investment campaign on behalf of the Tanzania Government. He has also played his part in history. During his time working in the American Embassy, he was involved with the preparation of the last official visits to the US by President FW de Klerk, the first State visit of President Mandela. Chris is also has a B. Juris LLB law degree from the University of Pretoria



HR Executive

Zakhe joines the Leaf Services team as a Human Resources Executive with extensive leadership and business management expertise at executive level over a combined period of 22 years covering, manufacturing, medical aid administration, lotteries and regulatory sectors. He was also a member of the project team that crafted the initial business plan for Leaf Services (Pty) on its appointment as an assignee.

Zakhe is pasionate about life skills coaching and is an associate coach at TAAZLIFESTYLE that offers coaching among other services.




Mauritz has extensive experience as a financial executive in large organisations. He has been involved in agricultural businesses as an agricultural economist and financial manager for more than 23 years.

He joined Afrilogic as a Director in August 2015. Mauritz is an agricultural economist and chartered accountant. Prior to his current role he spent 20 years with various agricultural businesses. As agricultural economist he worked mainly in the agricultural development divisions of inter alia VKB and Clover.

Mauritz was employed as financial manager at Omnia and financial director at Senwes. Mauritz gained extensive practical experience in expense management, strategic financial planning, budgeting and forecasting, business and control performance and management and analysis.

As a trainee accountant, Mauritz served a number of key audit clients, most notably Adcock Ingram, then a division of Tiger Brands, BP, Senwes and Clover. In his third year of articles, Mauritz was Accountant-in-Charge on the head office audit team of the latter two entities.



Head of International Operations

Diego is currently Hallmark’s Head of International Operations. Previously, he has held the positions of Head of Delivery of Food Sampling Services and Head of Delivery of Inspection Services for DEFRA, a role which required efficient management and direction of inspectors performing on-farm inspections. Diego is currently a lead representative for the OPTIBEEF research and development project for improved beef production.

Diego has over 19 years’ experience in Food Safety, Animal Health Official Controls and Regulatory Compliance within the Agri-food Sector. He has a wealth of experience in delivering Sampling and Inspection Services to UK Government including the design and implementation of contracted Inspection, Sample and Collection Services. Diego has a strong record of achievement in Operational Delivery, with continuous drive for improvement and career growth.
